WEBVTT 00:06.269 --> 00:08.325 Very good . Good afternoon everybody 00:08.325 --> 00:09.713 and good morning . I'm . 00:12.220 --> 00:15.960 Thanks Uh Yeah , this is my 3rd 00:15.960 --> 00:17.829 year , uh , doing this now as 00:17.829 --> 00:20.051 representing NBA up here . I think this 00:20.051 --> 00:22.107 may be the largest crowd . Uh , just 00:22.107 --> 00:23.996 wondering what y'all are sticking 00:23.996 --> 00:23.739 around for . 00:27.750 --> 00:29.806 First off , I just want to thank the 00:29.806 --> 00:33.689 ASM . And DIA , uh , for putting this 00:33.689 --> 00:36.369 on every year . Uh , it's such an 00:36.369 --> 00:40.299 important . Symposium For the missile 00:40.299 --> 00:42.680 defense enterprise to raise our game , 00:42.770 --> 00:44.959 raise our thoughts , our thinking . 00:45.819 --> 00:48.041 Become better defenders of our , of our 00:48.041 --> 00:50.208 nation and our warfighters , so that's 00:50.208 --> 00:52.250 great . Uh , to Michael , Colonel 00:52.250 --> 00:54.490 United States Air Force retire , soon 00:54.490 --> 00:57.290 to be retired , retired . Uh , thanks 00:57.290 --> 00:59.512 for the last year of commitment to make 00:59.512 --> 01:01.679 this happen . Uh , you do look shorter 01:01.679 --> 01:02.679 and older . 01:05.668 --> 01:09.400 So , uh , This year , uh , I'm really , 01:09.489 --> 01:11.545 uh , taking a look back as well as I 01:11.545 --> 01:13.211 mentioned this is my 3rd time 01:13.211 --> 01:16.199 representing this defense agent . Uh , 01:16.209 --> 01:17.987 twice as director and once as a 01:17.987 --> 01:20.098 stand-in , um , but I'll tell you , I 01:20.098 --> 01:22.320 think it's important because as we look 01:22.320 --> 01:24.320 back , there are some common themes 01:24.320 --> 01:26.431 that have not changed . Uh , they are 01:26.431 --> 01:28.653 common to this business , common common 01:28.653 --> 01:30.765 to this environment and common to the 01:30.765 --> 01:33.400 challenges ahead of us . Uh , and many 01:33.400 --> 01:35.622 of us have been up here to include my , 01:35.622 --> 01:37.567 uh , my brother Sean Denny talking 01:37.567 --> 01:39.789 about one team , one fight , and really 01:39.789 --> 01:41.956 we are one team , one enterprise , and 01:41.956 --> 01:44.120 one fight at a historic moment in the 01:44.120 --> 01:46.430 history of the events enterprise , uh , 01:46.440 --> 01:49.790 as we move forward . Let's go to the 01:49.790 --> 01:53.610 next slide . OK , right off the bat , I 01:53.610 --> 01:56.330 just want to talk about your fistal 01:56.330 --> 01:58.552 defense agency and just a little bit of 01:58.552 --> 02:01.150 the history , uh , over the last 42 02:01.150 --> 02:05.069 years , uh . A challenge in history , 02:05.400 --> 02:07.879 uh , but also a history in many , many 02:07.879 --> 02:10.046 accomplishments that really have paved 02:10.046 --> 02:12.101 the way to the . Abilities have been 02:12.101 --> 02:14.268 demonstrated over the last few years , 02:14.399 --> 02:17.289 uh , in saving lives . From the very 02:17.289 --> 02:20.289 get-go with General Reagan's charter to 02:20.289 --> 02:22.830 the strategic Defense Initiative . Uh , 02:22.910 --> 02:24.789 Missile Defense Agency and our 02:24.789 --> 02:26.900 predecessor organizations have always 02:26.900 --> 02:29.309 been there to break through boundaries . 02:30.389 --> 02:32.589 To , uh , to make the impossible 02:32.589 --> 02:36.419 possible and , uh , very common , 02:36.630 --> 02:38.686 uh , we've been told every year that 02:38.686 --> 02:40.630 we've been in existence that it'll 02:40.630 --> 02:43.339 never work . uh , you , you , uh , 02:43.389 --> 02:45.710 you're not doing it right and you 02:45.710 --> 02:47.599 probably spent too much money and 02:47.599 --> 02:49.543 shouldn't exist , so that's pretty 02:49.543 --> 02:51.543 common over the last 42 years . But 02:51.543 --> 02:53.599 also in those 42 years as we've gone 02:53.599 --> 02:55.766 through administration changes , world 02:55.766 --> 02:58.130 changes , uh , we have certainly had to 02:58.130 --> 03:01.389 evolve and adjust to the current times 03:01.389 --> 03:04.789 and what the nation needs of us . Uh , 03:04.820 --> 03:06.876 right towards the beginning , we are 03:06.876 --> 03:09.209 very clearly focused on strategic level . 03:09.209 --> 03:11.320 Ballistic missile defense eliminating 03:11.369 --> 03:13.258 the threat of strategic ballistic 03:13.258 --> 03:15.258 missiles from the planet , uh , and 03:15.258 --> 03:17.369 then over time as we went into Desert 03:17.369 --> 03:19.702 Storm Desert Shield , uh , and the like , 03:19.702 --> 03:21.869 we became much more focused on theater 03:21.869 --> 03:23.758 miss this , and we certainly have 03:23.758 --> 03:25.980 grassroots and have done quite a bit in 03:25.980 --> 03:27.980 the theater missile defense route . 03:27.980 --> 03:30.880 Only then in 2002 with President Bush 03:30.880 --> 03:33.240 and Secretary Rumsfeld commanded , uh , 03:33.250 --> 03:35.610 we got back into the strategic homeland 03:35.610 --> 03:38.399 defense game and in two short years , 03:39.149 --> 03:41.369 uh , developed and deployed , uh , the 03:41.369 --> 03:43.536 ground basement force defense system , 03:43.536 --> 03:45.679 uh , into the field in 2 years , uh , 03:45.839 --> 03:48.289 still the system that is protecting our 03:48.289 --> 03:50.011 homeland from intercontinental 03:50.011 --> 03:52.233 ballistic missiles as we went forward . 03:52.233 --> 03:54.400 Uh , and then over the last 20 years , 03:54.400 --> 03:56.400 we've definitely got much more back 03:56.400 --> 03:58.456 into the theater , missile defense , 03:58.456 --> 04:00.678 regional missile defense , uh , and the 04:00.678 --> 04:02.956 like , uh , and . Ourselves here today , 04:03.100 --> 04:05.339 uh , with a , with a , another cycle 04:05.339 --> 04:07.580 change , another focus of how we move 04:07.580 --> 04:10.520 together . Uh , also with those changes , 04:10.639 --> 04:14.279 uh , came . Priority team 04:14.279 --> 04:17.739 focus , team resources or not . Uh , 04:17.829 --> 04:20.149 and the ups and downs of the last 42 04:20.149 --> 04:22.093 years , uh , have certainly , uh , 04:22.200 --> 04:24.820 followed a rhythm . And usually the 04:24.820 --> 04:27.429 rhythm is the president identified . 04:29.959 --> 04:32.420 We get the focus , the resources , the 04:32.420 --> 04:34.929 priority that is required , and we make 04:34.929 --> 04:36.660 enormously large changes to an 04:36.660 --> 04:39.890 enterprise . Uh , and then that doesn't 04:39.890 --> 04:41.920 last and that focus goes away , the 04:41.920 --> 04:44.380 resources may thin out . And we 04:44.790 --> 04:46.957 continue the fight and we continue the 04:46.957 --> 04:49.179 slog evolving what we've already just , 04:49.179 --> 04:51.290 what we've just got done doing , uh , 04:51.290 --> 04:53.512 and then 20 to 25 years later , we , we 04:53.512 --> 04:56.600 seem to get another . another system , 04:56.760 --> 04:58.760 uh , the threats in the world , the 04:58.760 --> 05:01.690 environment , and we do the same . So , 05:01.890 --> 05:05.000 1983 , certainly the first age of that , 05:05.359 --> 05:07.809 uh , 2002 , the second , uh , and 05:07.809 --> 05:09.920 certainly , uh , today we're entering 05:09.920 --> 05:13.250 the third . Uh , I've , I've said a 05:13.250 --> 05:15.083 number of times in public and in 05:15.083 --> 05:17.194 writing and things like that , for an 05:17.194 --> 05:19.450 acquisition development organization to 05:19.450 --> 05:21.410 make lasting change and to do it 05:21.410 --> 05:25.029 quickly , uh , it needs 3 things . It 05:25.029 --> 05:28.480 needs the priority As priority on the 05:28.480 --> 05:30.480 global , on the national scale . It 05:30.480 --> 05:32.424 also has priority when it comes to 05:32.424 --> 05:34.536 access to decision makers and getting 05:34.536 --> 05:36.758 things done . It needs the authority to 05:36.758 --> 05:39.091 make decisions on its own , uh , and it . 05:39.640 --> 05:43.519 was in people as well as in money , 05:43.929 --> 05:47.799 uh , and Uh , certainly , we're at a 05:47.799 --> 05:49.743 point where those 3 are , are once 05:49.743 --> 05:53.690 again , uh , on the upturn . So before 05:53.690 --> 05:55.912 I get into a little bit more projecting 05:55.912 --> 05:58.190 into the future , let's take a look at , 05:58.190 --> 06:00.468 uh , the year review . Let's go to the , 06:00.468 --> 06:02.730 the second slide and show the video , 06:02.850 --> 06:03.850 please . 06:12.910 --> 06:14.688 The global ballistic cruise and 06:14.688 --> 06:16.688 hypersonic missile threat to the US 06:16.688 --> 06:18.910 homeland , its forces and international 06:18.910 --> 06:21.500 partners is rapidly evolving , and the 06:21.500 --> 06:23.667 missile defense agency , together with 06:23.667 --> 06:25.833 its service and industry partners , is 06:25.833 --> 06:27.859 taking bold steps to defeat it . In 06:27.859 --> 06:30.859 December 2024 , the US Department of 06:30.859 --> 06:33.081 Defense conducted a live intercept of a 06:33.081 --> 06:35.137 ballistic missile target marking the 06:35.137 --> 06:37.248 first ballistic missile defense event 06:37.248 --> 06:39.359 executed from the strategic island of 06:39.359 --> 06:42.600 Guam . In March 2025 , the missile 06:42.600 --> 06:44.950 defense agency and the US Navy executed 06:44.950 --> 06:46.910 a key test of hypersonic defense 06:46.910 --> 06:49.190 capabilities . The simulated launch of 06:49.190 --> 06:51.350 a Standard Missile 6 demonstrated the 06:51.350 --> 06:53.183 destroyer's ability to engage in 06:53.183 --> 06:56.309 advanced maneuvering hypersonic raft in 06:56.309 --> 06:58.489 support of US homeland defense in June 06:58.489 --> 07:02.070 2025 . MDA , the US Space Force , 07:02.220 --> 07:04.299 and US Military Command conducted a 07:04.299 --> 07:06.239 non-intercept operational test 07:06.420 --> 07:08.642 involving the Long Range Discrimination 07:08.642 --> 07:11.500 radar , or LRDR , and the upgraded 07:11.500 --> 07:13.940 early warning radar , both located at 07:13.940 --> 07:16.100 Clear Space Force Station in Alaska . 07:16.380 --> 07:18.269 The recent defense of Israel from 07:18.269 --> 07:20.420 ongoing . missile attacks provides a 07:20.420 --> 07:22.642 look at the performance efficiency that 07:22.642 --> 07:24.476 integrated layered defenses made 07:24.476 --> 07:28.149 possible . In 2024 and 2025 , Iran 07:28.149 --> 07:30.059 conducted large scale aerial and 07:30.059 --> 07:32.220 missile attacks on Israel . Israeli 07:32.220 --> 07:34.220 missile defenses and the US missile 07:34.220 --> 07:35.776 defense system demonstrated 07:35.776 --> 07:37.553 interoperability by detecting , 07:37.553 --> 07:39.387 tracking , and engaging the most 07:39.387 --> 07:41.164 complex , dense , and stressing 07:41.164 --> 07:43.331 ballistic missile attacks in history . 07:43.331 --> 07:45.387 The defensive layers across multiple 07:45.387 --> 07:47.442 systems proved vital in reducing the 07:47.442 --> 07:49.776 engagement burden on lower tier systems , 07:49.776 --> 07:51.942 prevented damage to critical defendant 07:51.942 --> 07:54.053 assets , and ultimately saved lives . 07:54.053 --> 07:55.998 The missile defense enterprise has 07:55.998 --> 07:57.831 responded and remains focused on 07:57.831 --> 07:59.664 delivering advanced , reliable , 07:59.664 --> 08:01.776 resilient capabilities on accelerated 08:01.776 --> 08:03.720 timelines to meet the needs of the 08:03.720 --> 08:05.776 warfighter . We've got you covered . 08:14.570 --> 08:16.792 So we've been busy this past year since 08:16.792 --> 08:19.029 last , uh , since last symposium . Uh , 08:19.760 --> 08:21.816 in particular , I just want to point 08:21.816 --> 08:24.149 out a few things called out by the test , 08:24.149 --> 08:26.371 but also the , the campaigns that we've 08:26.371 --> 08:26.079 been supporting to bring capability . 08:26.940 --> 08:29.299 Field , uh , and really there are items 08:29.299 --> 08:31.188 that I talked about last year and 08:31.188 --> 08:33.243 through the last year of commitments 08:33.243 --> 08:35.410 that we made to deliver , uh , in , in 08:35.410 --> 08:38.219 the past 12 months . So that FTX 26 08:38.219 --> 08:40.419 Alpha flight was a retake based on a 08:40.419 --> 08:42.530 flight that didn't go quite so well . 08:43.068 --> 08:46.020 Before that , when the targets . On the 08:46.020 --> 08:49.859 ocean and um that was a culminating 08:49.859 --> 08:52.900 activity to show that that new large uh 08:52.900 --> 08:54.844 long range discrimination radar in 08:54.844 --> 08:57.739 Alaska uh was ready to be uh integrated 08:57.739 --> 09:00.539 into the operational baseline and 09:00.539 --> 09:03.299 become one of our primary weapons uh 09:03.299 --> 09:06.599 primary sensors . inbound , uh , 09:06.619 --> 09:08.979 ICBMs , uh , from Rogue Nation , North 09:08.979 --> 09:12.020 Korea . Uh , and , uh , with that 09:12.020 --> 09:14.619 successful FTX 26 alpha , we also pave 09:14.619 --> 09:17.320 the way for the operational acceptance 09:17.320 --> 09:19.659 of the broader missile defense system , 09:19.700 --> 09:23.590 increment 6 Bravo 2 , Many , 09:23.599 --> 09:25.599 many years in the making , but that 09:25.599 --> 09:27.932 brings the capability of Eleanor Gar to , 09:27.932 --> 09:29.988 to fight . But it also brings in the 09:29.988 --> 09:32.099 two-stage , 3 stage , uh , selectable 09:32.099 --> 09:33.821 capability of our ground-based 09:33.821 --> 09:35.877 interceptors , increasing our battle 09:35.877 --> 09:37.432 space , and a host of other 09:37.432 --> 09:39.655 capabilities , uh , brought to bear for 09:39.655 --> 09:41.488 protecting our homeland . On the 09:41.488 --> 09:43.377 regional piece , taking a look at 09:43.377 --> 09:45.432 ballistic missile defense , uh , the 09:45.432 --> 09:47.543 very first , uh , test that was shown 09:47.543 --> 09:49.840 was the flight experiment too , which 09:49.840 --> 09:51.840 was the , uh , demonstration of the 09:51.840 --> 09:54.640 ability with the TIP6 new TipP6 radar . 09:55.559 --> 09:59.320 Well Yeah , since 09:59.320 --> 10:02.580 detect . We did , uh , an , an airborne 10:02.580 --> 10:04.747 launched ballistic missile with an SM3 10:04.747 --> 10:07.049 from the island of Guam . We did that 10:07.049 --> 10:09.200 in less than 2 years from , uh , 10:09.210 --> 10:12.119 beginning the planning . Uh , we , Put 10:12.119 --> 10:14.230 the system in place , the Aegis , the 10:14.230 --> 10:16.452 first instantiation of the AISOM system 10:16.452 --> 10:18.619 with that launcher . Uh , as well , we 10:18.619 --> 10:20.786 actually had to build the entire whole 10:20.786 --> 10:22.952 test range as well since there was not 10:22.952 --> 10:25.175 an existing test range on the island of 10:25.175 --> 10:26.952 Guam , uh , and . was extremely 10:26.952 --> 10:29.830 successful and uh just part of General 10:29.830 --> 10:33.010 Rash and NBA's activities to uh to push 10:33.010 --> 10:35.409 forward and defend the law going 10:35.409 --> 10:38.049 forward . Uh last year I mentioned TA 10:38.700 --> 10:41.010 4.0 , uh , fielding , and we were about 10:41.010 --> 10:43.177 halfway done and we have completed the 10:43.177 --> 10:45.066 building of TA 4.0 , which , uh , 10:45.066 --> 10:47.066 improves and brings capabilities to 10:47.066 --> 10:49.288 bear , uh , interfacing of Patriot with 10:49.288 --> 10:51.399 TA . Uh , and some other capabilities 10:51.399 --> 10:53.399 as well . On the hypersonic missile 10:53.399 --> 10:55.510 defense front last year , I announced 10:55.510 --> 10:57.732 the successful launch of the hypersonic 10:57.732 --> 10:59.510 ballistic tracking space sensor 10:59.510 --> 11:01.399 prototype program , uh , where we 11:01.399 --> 11:05.140 launched two demo satellites , uh , in 11:05.140 --> 11:07.251 February of last year , uh , with the 11:07.251 --> 11:10.090 purpose of showing that from space , uh , 11:10.099 --> 11:12.266 we could show the appropriate level of 11:12.266 --> 11:14.549 sensitivity , quality , and timeliness 11:14.549 --> 11:17.190 to close a fire control loop against 11:17.190 --> 11:19.719 the . And hold that threat under 11:19.719 --> 11:21.830 custody , uh , throughout his time of 11:21.830 --> 11:23.997 flight . Uh , this year I can tell you 11:23.997 --> 11:25.729 that we've 100% successfully 11:25.729 --> 11:27.840 demonstrated all of the objectives of 11:27.840 --> 11:30.062 that program , uh , and are now working 11:30.062 --> 11:32.173 with the United States Space Corps to 11:32.173 --> 11:34.285 operationalize that capability moving 11:34.285 --> 11:36.451 forward a key aspect of our ability to 11:36.451 --> 11:38.673 hold any hypersonic missile at threat , 11:38.673 --> 11:40.618 uh , in the future as we go , uh , 11:40.618 --> 11:43.049 forward . Also last year we talked 11:43.049 --> 11:45.250 about the SM6 sea-based terminal 11:45.250 --> 11:48.530 capability , uh , which is our existing 11:48.530 --> 11:50.530 only existing capability that's the 11:50.530 --> 11:53.159 test validated and fielded to counter 11:53.159 --> 11:55.381 and defeat a hypersonic missiles moving 11:55.381 --> 11:57.729 forward to a number of testing events 11:57.729 --> 11:59.785 this past year , we have reached the 11:59.785 --> 12:01.507 official , uh , acceptance and 12:01.507 --> 12:03.673 certification of the increment 3 level 12:03.673 --> 12:05.840 of capability pursuit-based terminal , 12:05.840 --> 12:07.785 uh , and it will be protecting our 12:07.785 --> 12:10.062 fleets . Uh , and other locations , uh , 12:10.062 --> 12:12.409 as we move forward , a great milestone 12:12.409 --> 12:15.200 as we , uh , continue to try to defeat 12:15.200 --> 12:18.580 that very difficult threat . So I 12:18.580 --> 12:20.469 mentioned there's a lot of common 12:20.469 --> 12:22.636 themes , uh , through the years , uh , 12:22.636 --> 12:24.539 that still continue this year . A 12:24.539 --> 12:26.595 couple of years ago , uh , I briefed 12:26.595 --> 12:28.539 the top chart , uh , and it really 12:28.539 --> 12:30.849 shows . Kind of our roots back in the 12:30.849 --> 12:33.127 strategic defense initiative days , uh , 12:33.127 --> 12:35.016 and the like where we were really 12:35.016 --> 12:37.179 focused on . The ballistic missile 12:37.179 --> 12:39.659 threat of the age , lower number , less 12:39.659 --> 12:41.659 complex ballistic missiles , and it 12:41.659 --> 12:43.881 certainly was the challenge of the time 12:43.881 --> 12:46.048 hitting a bullet with a bullet hit out 12:46.048 --> 12:48.326 of space , uh , and obviously now , um , 12:48.700 --> 12:50.700 we have regularly administrated the 12:50.700 --> 12:52.756 ability to be able to do that , uh , 12:52.756 --> 12:54.978 but the world has changed significantly 12:54.978 --> 12:57.089 partially in response to the fielding 12:57.089 --> 13:00.500 of it . Of its age , uh , and the 13:00.500 --> 13:02.611 threats have proliferated to multiple 13:02.611 --> 13:04.389 levels , multiple speeds , uh , 13:04.389 --> 13:06.611 hypersonic maneuvering targets , cruise 13:06.611 --> 13:08.833 missiles , uh , complex air threats and 13:08.833 --> 13:11.056 the like , uh , as we've been seeing in 13:11.056 --> 13:13.278 the last number of Whether in Ukraine , 13:13.278 --> 13:15.333 whether it's the defense of Israel , 13:15.333 --> 13:17.500 whether in test programs from a number 13:17.500 --> 13:19.833 of different , uh , different countries , 13:19.833 --> 13:22.109 and so that is really the same threat 13:22.109 --> 13:24.165 that we have today . It continues to 13:24.165 --> 13:26.109 get more complex . It continues to 13:26.109 --> 13:29.349 proliferate and uh . To continually 13:29.349 --> 13:31.590 adjust and get ahead of the ballgame . 13:32.369 --> 13:34.536 But what has changed since last year , 13:34.760 --> 13:36.982 uh , I just put out two things . One is 13:36.982 --> 13:39.093 the operationally proven architecture 13:39.093 --> 13:42.400 that we have , uh , up until , uh , a 13:42.400 --> 13:45.640 year and a half ago , uh , the SM 3 1B 13:45.640 --> 13:47.520 and 2As have never been used in 13:47.520 --> 13:49.429 operational , uh , use , uh , 13:49.479 --> 13:53.080 protecting , uh . US war fighters from 13:53.080 --> 13:56.150 our friends as well the THAAD . After 13:56.150 --> 13:58.206 the THAD weapon system had ever been 13:58.206 --> 14:00.261 used by the US in their operations , 14:00.440 --> 14:02.662 and that has certainly changed over the 14:02.662 --> 14:05.549 last Uh , the last year and half . I 14:05.549 --> 14:07.771 was up here last year talking about how 14:07.771 --> 14:10.460 the April 2024 . 14:11.849 --> 14:14.969 Salvo From Iran was the largest 14:14.969 --> 14:16.969 ballistic missile salva it had been 14:16.969 --> 14:19.330 ever seen on the planet , uh , and that 14:19.330 --> 14:21.900 was until October , uh , when Iran 14:21.900 --> 14:24.122 launched even more ballistic missiles . 14:24.729 --> 14:27.320 Of large salvas into Israel , uh , 14:27.330 --> 14:29.539 through those both uh the Aegis weapon 14:29.539 --> 14:31.483 system , uh , as well later the TA 14:31.483 --> 14:33.650 weapons system both there're partnered 14:33.650 --> 14:35.872 with , uh , the Israeli missile defense 14:35.872 --> 14:38.039 organization and the Israeli forces to 14:38.039 --> 14:40.690 protect the homeland . And then the 12 14:40.690 --> 14:43.940 Day War just this summer . In a 12 day 14:43.940 --> 14:45.996 period , over 500 ballistic missiles 14:45.996 --> 14:47.884 were launched out of Iran towards 14:47.884 --> 14:51.280 Israel . Uniquely focused and targeted 14:51.280 --> 14:53.530 at the civilian population centers of 14:53.919 --> 14:56.270 the state of Israel , and once again , 14:56.739 --> 14:58.739 uh , the THAAD weapons system , the 14:58.739 --> 15:00.683 Aegis weapons system , the missile 15:00.683 --> 15:02.739 defense system , command and control 15:02.739 --> 15:04.683 battle management communications , 15:04.683 --> 15:07.679 C2BMC conductivity into the Israeli 15:07.679 --> 15:10.940 systems to provide a true layer of I . 15:12.109 --> 15:14.109 In the defense capability uh really 15:14.109 --> 15:16.669 came to fruition and just two weeks ago 15:17.159 --> 15:19.270 I got a chance to catch up with Moshi 15:19.270 --> 15:21.159 Patel , uh , the director of the 15:21.159 --> 15:23.215 Israeli missile defense organization 15:23.215 --> 15:25.326 and a longtime partner of ours , uh , 15:25.340 --> 15:28.039 and he just thanked the United States . 15:28.080 --> 15:29.969 He thanked the Missile Defense AT 15:29.969 --> 15:32.247 thanked our US troops , our US sailors , 15:32.280 --> 15:34.719 uh , for the countless hundreds and 15:34.719 --> 15:36.941 thousands of lives that have been saved 15:36.941 --> 15:39.163 over the last year and a half due to an 15:39.163 --> 15:41.049 operationally . architecture 15:43.049 --> 15:45.105 The other thing , uh , that's really 15:45.105 --> 15:47.327 changed and really just in the last 6.5 15:47.327 --> 15:51.179 months is , uh . The 15:51.179 --> 15:52.957 uh the national realization and 15:52.957 --> 15:56.169 recognition of , of the threat and the 15:56.169 --> 15:58.409 return of priority and focus on the 15:58.409 --> 16:00.890 missile defense enterprise , uh , and 16:00.890 --> 16:03.359 as we all know , uh the new imperative , 16:03.849 --> 16:06.570 uh , to bring a national capability to 16:06.570 --> 16:08.570 bear . Let's go to the next slide . 16:11.570 --> 16:14.710 And so really This should not come as a 16:14.710 --> 16:18.609 surprise to us . Last year I , I talked 16:18.609 --> 16:20.831 about the homeland defense fight of the 16:20.831 --> 16:23.489 future that we foresaw and the need to 16:23.489 --> 16:27.000 be prepared for more complex , uh , 16:27.010 --> 16:29.049 ballistic missiles . Back then last 16:29.049 --> 16:31.049 year was focused on North Korea and 16:31.049 --> 16:33.271 Iran , but we had expected more complex 16:33.271 --> 16:36.909 governments . Increase the capacity to . 16:37.780 --> 16:40.099 Capability , uh , electronic warfare 16:40.099 --> 16:42.155 environments , uh , that we have not 16:42.155 --> 16:44.659 seen yet and we had been preparing for 16:44.659 --> 16:46.437 that and we're moving forward . 16:47.140 --> 16:49.251 Specifically the next-gen interceptor 16:49.251 --> 16:51.307 on the regional fight , uh , we have 16:51.307 --> 16:53.418 seen after Ukraine , after Defense of 16:53.418 --> 16:55.640 Israel , uh , and other locations , the 16:55.640 --> 16:57.862 proliferation of capabilities coming at 16:57.862 --> 17:00.029 all levels . Uh , again , with complex 17:00.029 --> 17:03.979 countermeasuresWCs . And uh that 17:03.979 --> 17:06.420 was leading us down the path of the 17:06.420 --> 17:08.579 need for a 360 degree integrated air 17:08.579 --> 17:10.900 missile defense capability , I say from 17:10.900 --> 17:13.067 surface to space , but really that was 17:13.067 --> 17:15.178 the complex scene that we were seeing 17:15.178 --> 17:17.400 and the use case that was , uh , number 17:17.400 --> 17:19.400 one focused last year and we talked 17:19.400 --> 17:21.567 quite a bit about over the last couple 17:21.567 --> 17:23.511 of years was defensive Guam , uh , 17:23.511 --> 17:25.567 defending Guam , it was a call for a 17:25.567 --> 17:27.456 360 degree integrated air missile 17:27.456 --> 17:29.579 defense layer capability against all 17:29.579 --> 17:32.800 targets surface to space . And then I 17:32.800 --> 17:34.967 would just posit then that really what 17:34.967 --> 17:37.239 we see today is all of those colliding 17:37.239 --> 17:39.569 together uh with the realization of the 17:39.569 --> 17:42.540 breath . Uh , and the realization and 17:42.540 --> 17:45.660 recognition , uh , from , uh , the 17:45.660 --> 17:48.689 nation that we require . That national 17:48.689 --> 17:50.633 360 degree layer of integrated air 17:50.633 --> 17:52.745 missile defense capability as we move 17:52.745 --> 17:55.140 forward . Uh , and , uh , let's go to 17:55.140 --> 17:58.150 the next slide . And I'll tell you , 17:58.170 --> 18:00.392 the Missile Defense Agency , uh , we're 18:00.392 --> 18:02.392 ready . We're ready to be a part of 18:02.392 --> 18:04.559 this team . We always have been a part 18:04.559 --> 18:06.726 of this enterprise and we're all ready 18:06.726 --> 18:08.892 to get after this one fight as we move 18:08.892 --> 18:11.226 forward . We continue to transform , uh , 18:11.226 --> 18:13.448 and adjust to the times and then adjust 18:13.448 --> 18:15.689 to the need . Last year , I mentioned 18:15.689 --> 18:17.689 the challenges we faced , and I , I 18:17.689 --> 18:19.633 just highlighted some of the major 18:19.633 --> 18:21.856 lines of effort that we were pursuing , 18:21.856 --> 18:23.689 uh , as we look to transform the 18:23.689 --> 18:26.060 missile defense agency . Into the 18:26.060 --> 18:28.060 missile defense agency , the nation 18:28.060 --> 18:30.227 needs that we need . And I'll tell you 18:30.227 --> 18:32.338 we continue driving down those . Uh , 18:32.338 --> 18:34.449 they were fortuitous . That's some of 18:34.449 --> 18:36.282 those we worked on in advance of 18:36.282 --> 18:39.150 January 27th . Um , and it's just we've 18:39.150 --> 18:41.317 started to offer ourselves to really , 18:41.317 --> 18:43.579 uh , move forward , uh , at speed . In 18:43.579 --> 18:46.560 light of effort one , we're definitely 18:46.560 --> 18:48.630 looking to lead the charge into 18:48.630 --> 18:50.852 developing and evolving capabilities to 18:50.852 --> 18:52.963 bringing disruptive tech to the fight 18:53.469 --> 18:56.270 and always staying ahead of the 18:56.270 --> 18:58.829 emerging thread space , bringing the 18:58.829 --> 19:00.996 right capability at the right capacity 19:00.996 --> 19:04.020 at the right time . Our letter number 2 19:04.020 --> 19:07.369 is focused on the people . Like it's 19:07.369 --> 19:09.810 like our technology , we need fast and 19:09.810 --> 19:13.760 agile . Individuals workforce that 19:13.760 --> 19:15.704 includes our industry base and our 19:15.704 --> 19:17.939 partners . That continue to break the 19:17.939 --> 19:20.161 boundaries that we need to , that don't 19:20.161 --> 19:22.217 take no for an answer and we're told 19:22.217 --> 19:24.328 they're doing the impossible , ignore 19:24.328 --> 19:26.439 that and continue to press on . We're 19:26.439 --> 19:26.329 going to need that as we go forward , 19:26.579 --> 19:30.079 uh , as a missile defense family . 3 19:30.079 --> 19:31.579 near and dear to me is the 19:31.579 --> 19:33.910 transformation of the how we do . Our 19:33.910 --> 19:36.021 processes , our procedures , our tool 19:36.021 --> 19:38.729 kit . Digital transformation certainly 19:38.729 --> 19:40.785 at the center , but even beyond that 19:40.785 --> 19:43.040 culture . How do we truly go faster ? 19:43.119 --> 19:45.286 How do we truly think bigger , and how 19:45.286 --> 19:47.341 do we truly answer what our nation's 19:47.341 --> 19:50.329 calling us to do today ? And then 19:50.329 --> 19:53.130 lastly Two years ago , I remember like 19:53.130 --> 19:55.130 that day Carpenter and saying , you 19:55.130 --> 19:57.241 know , we're focused on the war fight 19:57.241 --> 19:59.408 on what we needed and the last 2 years 19:59.408 --> 20:01.630 I've been looking and meeting with Sean 20:01.630 --> 20:01.119 Gainey regularly about what do we need 20:01.119 --> 20:03.063 to bring to the fight and what our 20:03.063 --> 20:05.449 forces need . We need to inform . Uh , 20:05.530 --> 20:07.586 we need to educate , uh , we need to 20:07.586 --> 20:09.697 continue to raise everybody's game on 20:09.697 --> 20:11.479 the importance . Uh , of this 20:11.479 --> 20:13.599 capability on the importance of the 20:13.599 --> 20:15.510 threat and it's growing , uh , 20:15.520 --> 20:17.920 capability , uh , and what we're going 20:17.920 --> 20:20.031 to do about it and how we're going to 20:20.031 --> 20:22.253 collaborate , uh , and frankly we don't 20:22.253 --> 20:24.510 have a lot of fantasies in the future . 20:24.880 --> 20:27.102 Uh , we have a proven architecture with 20:27.102 --> 20:29.269 this whole host of proven capabilities 20:29.359 --> 20:31.526 that can change the defense posture of 20:31.526 --> 20:34.400 the world today . And 20:36.069 --> 20:37.791 We still need to look for more 20:37.791 --> 20:39.902 disruptive technology . We still need 20:39.902 --> 20:42.125 to learn how to change the cost capital 20:42.125 --> 20:43.958 of the game . How do we increase 20:43.958 --> 20:45.902 magazine debt at a more affordable 20:45.902 --> 20:48.125 price tag ? How do we do that ? Back in 20:48.125 --> 20:51.550 1983 , the , the visionary , uh , words 20:51.550 --> 20:54.020 and requests of President Reagan , uh , 20:54.069 --> 20:56.125 and the strategic Defense Initiative 20:56.125 --> 20:58.402 investments of the 80s and early 1990s . 20:59.880 --> 21:02.102 Some , some in the , in the public will 21:02.102 --> 21:04.269 say that it's been a waste of time and 21:04.269 --> 21:04.140 a waste of effort and a complete 21:04.140 --> 21:06.099 failure . Uh , I'll tell you those 21:06.099 --> 21:08.420 investments in the 1980s and 1990s . 21:09.530 --> 21:12.010 Are the foundation that led us to the 21:12.010 --> 21:14.530 capabilities that we just used over the 21:14.530 --> 21:17.010 last 2 years to save lives and so I'm , 21:17.089 --> 21:19.311 I'm not sure if I would talk it up as a 21:19.311 --> 21:21.530 failure . Uh , I think it was a must 21:21.530 --> 21:24.209 have investment in the technology 21:24.209 --> 21:26.469 needed for the future to change the 21:26.469 --> 21:29.160 game . We also need to invest in the 21:29.160 --> 21:31.790 disruptive technologies of today so we 21:31.790 --> 21:33.901 can set the foundation for tomorrow , 21:33.901 --> 21:37.500 uh , as we move forward . To the next 21:37.500 --> 21:41.469 slide , the last . So we're 21:41.469 --> 21:44.030 adjusting and we continue to adjust to 21:44.030 --> 21:47.280 the need . Well , we need to do 21:58.760 --> 22:00.982 that again . What has gotten us here is 22:00.982 --> 22:03.093 that what is gonna get us to where we 22:03.093 --> 22:05.427 need to be , and we need to continue to , 22:05.427 --> 22:05.400 to look at our foundations and improve 22:05.400 --> 22:07.880 those as we go forward . Because the 22:07.880 --> 22:11.040 nation is once again calling on . To 22:11.040 --> 22:14.089 bring real people At real capacity 22:14.569 --> 22:16.513 against the real threat as we move 22:16.513 --> 22:20.250 forward . Uh , it's a fleeting moment , as 23:10.461 --> 23:12.572 history has shown , this doesn't last 23:12.572 --> 23:14.628 forever , uh , and we need to make a 23:14.628 --> 23:16.906 monster change now . So thanks all and , 23:16.906 --> 23:16.459 uh , thanks again for this opportunity .
