(SHIPPING INSTRUCTIONS FOR SHIPMENTS TO USAKA/RTS) Most CONUS suppliers ship Kwajalein bound freight to the San Leandro, CA facility where it is (1) received and inspected for compliance with USAKA purchase orders; (2) consolidated into sea cargo containers or air freight pallets; (3) transferred to the appropriate Defense Transportation System (DTS); and (4) shipped to the USAKA receiving operation at Kwajalein. Ocean transportation is either direct from the West Coast to Kwajalein or through Honolulu to Kwajalein. These U. S. Army receiving operations are available to support authorized Range User freight movements to Kwajalein by receiving shipments and introducing them into the DTS. Other channels for authorized Range User shipments to Kwajalein include: Installation Transportation Offices (ITO) at Army installations Traffic Management Offices (TMO) at USAF installations Upon receipt of valid Transportation Account Codes (TAC) and DOD Activity Address Codes (DODAAC) theses offices can arrange for portal to portal shipments. They will arrange intra-CONUS movement to either a Water Port of Embarkation (WPOE) or an Aerial Port of Embarkation (APOE) or a Government Bill of Lading (GBL). They will utilize the Integrated Booking System (IBS) for ocean shipment Export Traffic Releases (ETR) and the Air Clearance Authority (ACA) for clearing air shipments in the Defense Transportation System (DTS).

PORTAL TO PORTAL SHIPMENTS THROUGH A BASE TMO OR AN INSTALLATION ITO:
Authorized organizations with a valid DODAAC and TAC should contact the nearest cognizant TMO or ITO to arrange portal to portal transportation.

PERSONAL SHIPMENTS TO KWAJALEIN
Commercial shipment to Kwajalein for unofficial transportation of personal property.
Personal property can be shipped to RTS at commercial rates through commercial carriers.

CLASSIFIED (non-hazardous) Air Shipments to Kwajalein
The preferred and most cost effective means for transporting classified documents/equipment is through registered U.S. Postal Service mail; however, shipments can be made via AMC as follows:

A completed DD1149 form for shipment to a cleared individual on Kwajalein is required. If you do not have an identified recipient, KRS Security can receive the shipment with prior notification. Commercial transportation to the CONUS port of embarkation must be on a Government Bill of Lading.
The 1149 must be signed by an authorized Government representative.
An authorized Government representative must deliver the item to an Installation Transportation Office (Army Installations) or a Traffic Management Office (USAF Installations).
